 Preparation and Analysis of the Survey
Carl Schuetze, Joanna's husband, helped design the survey and analyse the results. Carl was Corporate Marketing Research Manager at Tektronix, Consumer Market Research Manager at Gallo Wineries, and Director of Marketing Intelligence at Meade Johnson. He was also a professor of market research and quantitative methods at California State University, Stanilaus.
Method of Reporting.
Due to the way this website is set up, I cannot bring in a spreadsheet.
However, I have taken the questions from the survey and grouped them by kind, and then have reported the statistics.
For the ease of reporting, I have combined Disagree Strongly & Disagree to just Disagree; No Opinion & Neutral to just Neutral; and Agree & Strongly Agree to Agree. If someone would like the specific breakdown on each question, it can be provided.
The questionnaire was sent to appraisers who live in Arizona. There were 304 respondents. There are approximately 2200 appraisers who are both licensed and who live in Arizona out of the approximately 2,700 that have Arizona appraisal licenses.

- Appraisal law enforcement should be consistent. Results: 1.64%(D) 1.32%(N) 97.04%(A) 1.94%(M)
Administration
- It takes too long for decisions to be made by the current Board. Results: 5.92%(D) 41.45%(N) 2.63%(A) 5.73%(M)
- I would like to see the handling of education classes, filing renewals, and other administrative issues streamlined through the use of online computer technology. Results: 6.27%(D) 8.25%(N) 85.48%(A) 4.04%(M)

Handling of Complaints

Investigations

Discipline
- There should be a graduated scale of fines for appraisers who violated USPAP that is more objective than subjective just like fines for violating other laws such as speed limits. Results: 13.20%(D) 21.45%(N) 65.35%(A) 5.46%(M)
- There should be a two strike rule for appraisers who knowingly produce fraudulent appraisals. First strike a hefty fine. Second strike permanent revocation of appraisal license. Results: 19.08%(D) 10.53%(N) 70.39%(A) 5.24%(M)
- Education should not be used as a punishment. But courses could be required for those appraisers who have been found to have made errors that were made out of ignorance rather than out of a desire to manipulate the report or the value. Results: 5.94%(D) 5.61%(N) 88.45%(A) 3.67%(M)
Structure

- If there was a substantial cost savings by incorporating regulating appraisers into the Arizona Dept. of Real Estate, and if that were the only possibility to change the current structure, I would support that position. Results: 19.27%(D) 29.57%(N) 51.16%(A) 5.73%(M)

Appraisal Management Companies - AMCs
- The Board or appraisal regulatory entity should have the powers to audit staff appraisers and supervisors of bank and/or AMC companies where the appraisers are Arizona based. Results: 6.33%(D)7.00%(N) 86.67%(A) 3.90%(M)
- There should be an established procedure for an appraiser to file a complaint with the Board or appraisal regulatory entity against an AMC. Results: 1.32%(D) 3.64%(N) 95.03%(A) 2.49%(M)
Broker Price Opinions - BPOs
- There should be a regulation requiring that the borrower be given a choice between a BPO or an appraiser and the differences should be explained to the borrower. Results: 35.22%(D) 15.28%(N) 49.50%(A) 5.74%(M) Note: This was a bad question and there were several interpretations.
- The Appraisal Board or appraisal regulatory entity should have investigative powers over BPOs that are used for mortgage lending purposes instead of an appraisals. Results 6.98%(D) 6.98%(N) 86.05%(A) 3.97%(M)
