Session #1 - Wednesday Morning


Part A: Red Flags

Linda Verbecken is owner of Lender's Audit LLC, an appraisal consulting firm that provides residential and commercial appraisal review to mortgage lending clients and she is owner of Appraisal Compliance Review, Inc, which is an appraisal management company servicing over 120 branches for clients in Wisconsin, Iowa, Ohio, Illinois and Montana. She is also the first Staff Appraiser for the Wisconsin Department of Regulation & Licensing Division of Enforcement. Ms. Verbecken has over eighteen years of experience in appraising residential and small commercial properties and has concentrated on reviews since 2004. She is experienced in forensic appraisal review and mortgage fraud detection and is a members of the Wisconsin DRL Appraiser Application Advisory Committee. She is co-founder and past Director of the Sheboygan County Appraisers Association and is a member of the Appraisal Institute.

Anette Petersen is the Real Estate Lending Manager of Credit Union West which is located in Glendale, Arizona. Ms. Petersen has over 22 years of experience in lending including consumer lending, real estate secured and business lending needs. Currently she manages all aspect of retal loan production to include underwriting, processing, appraisal/collateral review, funding, compliance, audit, and due diligence for vendors. She is a member of the Real Estate Task Force which has been set up to take a proactive approach to modification requests on delinquent loans. She trains underwriting and loan officer staff on red flag warning to deter fraud.

George R. Mann, MAI, SRA, MRICS is the Chief Appraiser and Managing Director for Collateral Evaluation Services, LLC, Cincinnati, Ohio. Mr. Mann is responsible for business development and managing the full range of collateral evaluation solutions provided by CES, a national real estate consulting company. He coordinated the valuation of a regional bank's $7.5 Billion commercial real estate loan portfolio which involved reviewing over 200 loan files and appraisals. He has co-authored a seminar addressing major amendments to banking and real estate appraisal regulations and had authored and co-authored a number of articles on real estate methodology and related to commercial lending.

Part B: Current Issues in Valuation Reporting and What the Report of the Future Will Look Like.

John S. Cirincione, SRA, CRE, FRICS, is director of business development and alliances for JVI Solutions in Lake Mary, Florida. JVI is a nationwide appraiser owned and operated company providing a full range of appraisal services as well as strategic consulting and technology solutions. He is the Appraisal Institute's national experience screener for residential Associate Members pursuing the SRA designation, AI's representative to MISMO and author of Maps and Comps in AI's VIP Magazine. He is the former Chair and current Vice-Chair of the MISMO Property & Valuation Services Workgroup, chair of the standards advisory committee for worldwide ERC(TM) Employee Relocation Council, member of the Industry Advisory Council (IAC) at The Appraisal Foundation (TAF), and individual member of the Open Geospatial Consortium(OGC) with interests in geospatial information and geo-processing service standards involved with real estate appraisal standards.

George Opelka is the Senior Vice President of sales and marketing for ACI, an appraisal software developer and provided, which is a division of Verisk Analytics. Mr. Opelka has more than 20 years of experience in the mortgage services/appraisal services industry. Prior to joining ACI in 1993, Mr. Opelka was active in the real estate information industry where he worked for California based DAmar Corporation and Market Data Center. Mr. Opelka's father, F Gregory Opelka, was International President of the Society of Real Estate Appraisers (1980) who was instrumental in developing the Uniform Residential Appraisal Report.



Session #2 - Wednesday Afternoon


Peter Christensen: Peter Christensen is LIA's general counsel. He receives many of the calls from LIA's insureds after they have been served with a lawsuit, threatened by a demand letter or notified of a disciplinary complaint. He also maintains a blog for LIA regarding appraiser insurance and legal issues. He has been an attorney for 16 years. Peter has advised LIA since 1994. Peter received a Bachelor of Science in Business Administration (Accounting) from U.C. Berkeley in 1990 and received his law degree from the Boalt Hall School of Law at U.C. Berkeley in 1993. He practiced law with the firms Latham & Watkins and Irell & ManellaI in Orange County, California before becoming General Counsel for LIA in 2005.

Todd Stevens: Mr. Stevens is a 1988 graduate of the University of San Diego School of Law. He has practiced real estate, insurance and business law with the San Diego firm of Keeney Waite & Stevens for the last 20 years. Todd is a former president of the San Diego County Bar Association. For over 17 years, Todd has defended both residential and commercial real estate appraisers in lawsuits pending in California state and federal courts and in licensing matters before the Office of Real Estate Appraisers. Todd has successfully tried cases involving appraisers to judges and juries.


Session #3 - Thursday Morning


Part A: Appraisal Workflow and Delivery Systems including Data Retention

Shawn Telford, Director, Product Management, FHC INC. Mr. Telford is responsible bringing products to market that meet the collateral valuation needs of FNC clients in the data transfer arena. FNC INC provides Appraisal Port for the transfer of residential appraisals. He is also responsible for monitoring business and regulatory environment regarding collateral valuation and mortgage lending. Mr. Telford represents FNCs interests serving on committees for MISMO, Collateral Risk Network (CRN), and the IAC (industry advisory council). Mr. Telford has a Masters of Science Degree in Computer Information Systems and is a Certified Residential Appraiser licensed in both Utah and Washington State. He is also a Licensed Escrow Officer in Washington State.

James (Ed) Jones, CEO, ExactBid. ExactBid provides web-based procurement and workflow management systems for real estate lenders and the real estate due diligence industry - appraisers, property inspectors, environmental and geotechnical consultants, and others. ExactBid's flagship product is RIMS(TM) (Real Estate Information Management System), which links lenders and service providers. RIMS handled 20 percent of all commercial real estate transactions in the US in 2008.

Part B: Valuation of Green Properties

John K Stovall, Vice President of Business Development, EcoBroker International, Evergreen, CO. Mr. Stovall is responsible for development and implementation of EcoBroker educational products and corporate marketing relationships. It has guided EcoBroker's building of cooperative marketing and training partnerships with nation real estate franchise organizations including Re/Max International, Keller Williams, Prudential, EXIT Realty International, and more. He also maintains consulting and information exchange relationships with national organizations in real estate and related fields such as the National Association of Realtors (R), the National Association of Home Builders, the Appraisal Institute, and the Association of Real Estate License Law Officials. He is also closely involved in relationships with the U.S. Department of Housing and Development, the U.S. Department of Energy, and the U.S. Environmental Protection Agency.

Debbi Norton, General Contractor for personal residence in Wickenburg, Arizona. Debbi acted as the general contractor for her personal residence. She received her MBA from Drake University in Des Moines, Iowa and was employed by Eastman Kodak until 1998. She changed careers and moved into residential construction in 2005 and has been a student of green building since 2007. Debbi brings a unique perspective of learning about green technology, resources and sources, application, construction, and the results as they impact home construction. Her knowledge is local to Arizona and the challenges she faced in gaining the necessary knowledge are parallel to those appraisers may face in understanding green technology in this state.


Session #4 - Thursday Afternoon


Part A: Mortgage Fraud - FBI

Special Agent Kevin Luke, FBI, Phoenix, Arizona. Mr. Luke has been assigned to the Arizona Mortgage Task Force since 2009. Prior to that he was a real estate appraiser and real estate agent in California where he appraised commercial building, vacant land, c-stores, strip centers, manufactured homes, apartment complexes, residential properties, etc.

Part B: Update on Regulations

Bruce A Fitzsimons is the immediate past president of the Association of Appraiser Regulatory Officials (AARO), member and past chair of the Kansas Real Estate Appraisal Board member of the Appraisal Foundation State Regulatory Advisory Group, member of the Appraisal Institute Client Advisory Board, Director and Government Relations Chair of the Kansas City Chapter of the Appraisal Institute, designated realtor with the Kansas City Regional Association of REALTORS(R), and member of the Kansas City Chapter of the Mortgage Bankers Association. Mr. Fitzsimons is a Certified Residential Appraiser whose career includes over 19 years as Chief Appraiser of a regional bank, and over 39 years experience in credit administration, compliance, and mortgage lending.

Part C: Education - Changes in Requirements, Opportunities to Enhance Appraiser Marketability Through Education

John Beshk, Real Estate Program Director, Mesa Community College (MCC) and Designated Broker/Owner of the Beshk Group, Inc. Mr. Beshk has been involved in developing the real estate program at MCC since 1999. He was instrumental in developing the first Associates Degree in Real Estate Appraising. He is also certified to teach courses in the Department of Business and Information Systems including Management, Marketing, General Business, Entrepreneurial Studies, Small Business Studies, International Business, Total Quality Management and Society in Business Studies. Mr. Beshk has developed interactive real estate programs, and has written courses for MCC. Mr. Beshk has been a supporter of the appraisal profession and improving the education of appraisers both through real time and online courses.

Part D: Conference Wrap Up

Joanna Conde, President of Arizona Appraisers State Conference, President of Arizona Association of Real Estate Appraisers, Event Planner, Certified Residential Real Estate Appraiser, Owner of Conde Appraisal Associates. Ms. Conde has been appraising in Arizona since 1988 and prior to that in upstate New York. She is also a member of the Women's Council of Realtors, Northwest Valley Chapter, and has served on numerous boards and commissions with Arizona. Ms. Conde was the event planner for the 2009 Arizona Appraisers State Conference.
